Towards Inclusive Ageing A Review of Laws, Demography and Social Protection Initiative in Pakistan by FAID Pakistan

The Foundation for Ageing and Inclusive Development (FAID) is proud to publish its National Status Report on Older People in Pakistan. This landmark report is the first comprehensive review of the country’s ageing population, combining legal, social, demographic, and institutional analysis to guide future policy and action.

Pakistan is home to 13.5 million older persons (5.6% of the population), a number projected to rise to 36 million by 2050. Yet, as the report shows, older people remain largely invisible in health planning, social protection systems, and legal frameworks. Only 5.8% of older persons are covered by pensions, and millions face exclusion from healthcare, income security, and protection from abuse.

Developed by Professor Dr. Asghar Zaidi and Waqar Ul Hassan, the report sets out a clear roadmap with actionable reforms across four pillars:

  • Legal Frameworks – adopting a Federal Senior Citizens Act to guarantee minimum rights.

  • Social Protection – expanding universal pensions, healthcare, and long-term care.

  • Institutional Arrangements – improving coordination and accountability mechanisms.

  • Programmatic Priorities – investing in inclusive, gender-sensitive, and community-based services.

The report calls for urgent action to ensure that every person in Pakistan can age with dignity, inclusion, and security. It anchors its recommendations in international commitments such as the Madrid International Plan of Action on Ageing (MIPAA), the UN Principles for Older Persons, and the Sustainable Development Goals
